The best bet might be to arrest some low level member of the Sinaloa Cartel and get him to give up information on Guzman's location.
Something similar to the capture of Saddam through the his driver.
There should be plenty of people who are not completely happy with their leader as he has a tendency to murder. So getting one guy to name another guy who knows Guzman's location might work.
Another angle is to look for corruption in the government.
It is pretty likely that people are getting paid off and if they can be uncovered, they may lead to those supplying money to them, who in turn can lead to Guzman.
And my final solution would be to track the purchasing of some luxury item (fine foods, wine, electronics etc.) that Guzman is likely to be the purchaser of (assuming that he has more money than those around him)

What can Mexican law enforcement agents do to catch and stop drug cartel leader Joaquin Shorty Guzman?
According to a recent Times Online article (http://www.timesonline.co.uk/tol/news/world/us_and_americas/article6520312.ece), Guzman is trying to take control of all drug trafficking routes in Mexico and Central America. Over 6,000 people reportedly died last year as a result of drug wars between Guzman's Sinaloa Cartel and other drug cartels. How can this be stopped?
