Yes, it does. The House and Senate versions differ significantly in these areas.
For example, the Senate set aside $17 billion to provide, in part, one-time payments of $300 to veterans receiving disability and pensions. The House bill only provides cash payouts for poor elderly and disabled people, and does not specify that it will aid veterans.
Interestingly, the Senate bill also contains a provision to recognize Filipino veterans of World War to with a total of $198 million. It could work out to about a $15,000 payout per veteran. Filipino veterans groups have been seeking compensation for their wartime service since July 1941, when FDR passed a law drafting 140,000 soldiers from the then-American colony of The Philippines.
