I don't know much about this specific situation, but it doesn't surprise me. It happens a lot. In my hometown, Bell owned all the land lines and the other providers just rented (or in a few cases, bought) the lines from them. I actually worked for an independent phone supplier and the lines were simply rented bell lines.
