Probably because it is in their political interests not to. Publicly admitting to being wrong, especially something as bad as torture, takes a lot of guts and a certain amount of willingness to risk backlash from those who tacitly approve of it.
Or maybe because they don't see it as torture when it's someone they view as an enemy. Wouldn't be the first people to view things from the pov.
Sorry, wish I had a properly verifiable answer for you. I'm going with blaming politics and human nature.
