It's called quitting. McCain would never want to cop to that particular word because it has such an ugly connotation.
Quitters never win.
Winners never quit.
Well, that lady quit. There's no point in calling a turkey a swan.
But you have to give credit to McCain, he has forever lost his chance at the Presidency, but he's still standing strong behind his party - and God help him, that can't be easy right now while they're trying to get all their ducks in a row. Or should I say, "get their turkeys all in a row"?

that statement to me would indicate that someone is hinting around that someone possibly was either... 1. fired
2. pressured into quitting

He knows she quit. You cannot call it anything else. That is just how politicians talk. Also, he might know that quitting is part of her plan. A plan to do something else in politics.
