Looking for a good list of "strings" in the stimulus package. Any help out there for me?

I'm presuming by "strings" you mean the conditions under which an entity can benefit from the American Recovery and Reinvestment Act of 2009. The one applying to all portions of the act are:

1. None of the funds can be used for casinos, zoos, aquariums, golf courses, or swimming pools. (Section 1604)
2. Any work done on a public building or for public projects must use iron, steel, and manufactured goods that are produced in the U.S. unless such use is inconsistent with public interest, the goods aren't in sufficient quantity from the U.S., or U.S. goods will increase the cost of the project by 25% or more. A Department or Agency head can waive this requirement under certain conditions, but a detailed justification must be published in the Federal Register. Also, the requirements must be consistent with international standards.
3. Any work done using funds from this Act must be done at prevailing wage.
4. The Governor of any State must request the funds from this Act state that they will be used to create jobs and stimulate economic growth within 45 days of the date of enactment (I believe this is 2/17/09).
