"Reverse racism" usually refers to giving preferential treatment to people who are normally discriminated against. I think the term is unnecessary, because choosing someone for a job because he is black is just as much racism as choosing someone because he is white. Any time a person is hired/not hired for a reason that does not affect his job performance, it is inappropriate discrimination.
Discrimination is appropriate sometimes: if a movie is made about President Obama, Caucasians and women will not be chosen for his part. Deaf people are not made sound engineers, and wheelchair-assisted people are not made roofers. However, if a deaf man is not chosen to be a roofer solely because he is deaf, it is inappropriate discrimination. If he is chosen because he is deaf, even though more qualified hearing people are available, that would often be called reverse discrimination, but it is still just discrimination.

Reverse racism is an oxymoron. Racism is racism in whatever form it comes in. Usually it is a stick which minorities use to beat up on white people. Racism has been and still is an issue here in the United States but it seems that the attack has been overused and will cause a backlash at some point. When the racist charge is overused it loses its impact and effectiveness.
