Assuming this is an American related question.
I'm not an expert, but I recall that only the US Congress can declare War. This hasn't happened since WWII, therefore the current engagement(s) overseas are called conflicts.
I know this because for a time vets were having trouble getting their benefits because Vietnam and Korea were considered 'conflicts' or even 'Police Actions'
