The answer to that really depends on who you ask that question. Outside the US, general consensus is that Mr . Bush was a self-centered bully, who only listened to his own opinion. This view of him would not have changed if 911 or Katrina never happened.
Within the US, Republicans in general consider Mr. Bush a good president, at least, they have thought so for most of his presidency. As far as I know, only the last year, his popularity really diminished. This probably also would not have been influenced by 911 or Katrina.
However, Democrats might indeed have viewed differently on his presidency, if either of these events never happened. They would have focussed on other parts of his legacy, and might have had a very different opinion on him. Would this have been positive or negative? That's a completely different question... :)

If Hurricane Katrina and 911 didn't happen, would George Bush have been considered a good election?
Some of the key factors people associate with the Bush presidency derive from policies made post 911/Katrina. If these events never happened, could his policies had been different not having to worry about eliminating the terrorist threat and "weapons of mass destruction?" Tell me what you think.
