How do you think, how many meanings of 'nuclear' do Koreans really take into account, conducting their experiments?

Nuclear means the same thing to all countries but each country has the right to handle its own internal affairs ( under the principle of State Sovereignty ).

North Korea is a highly autonomous country which is not party to the original non-proliferation treaty but has over the years built nuclear facilities. Testing from those facilities will occur whether other countries agree or not.

Pressure from countries like Japan and the US has the opposite effect from what they wish - North Korea tests its nuclear capabilities and has now declared that it has resumed reprocessing plutonium, which had been suspended.

I appreciate the comment. This is one of those "please answer as best as possible" type questions, mainly to clear the list :)

On this my third pass (and sixth read-over), I'm actually second guessing my NBA vote. While the question lacks clarity and may not have a useful answer worth archiving, the answer that was given does still seem to touch on the question to the extent that it can and offer some well-sourced insights.
