How did Ethan Crisp get a shotgun in the first place at the age of 4yrs?

why would parents allow child to have a shotgun around this boy, ?

He got it from the closet. He knew where the shells were (in the dresser drawer) and knew how to load it. It's clear that one or both of his parents had effectively done this in front of him before in order for him to know how to do this.

They didn't "allow the shotgun to be around the boy." They allowed the shotgun to be in the house unsecured. He went looking for the gun, found it, loaded it and shot at the teenager.

His parents should be charged with negligence and should have their rights to firearms taken away. That child could have killed someone or himself.

All too often people become complacent with gun safety. This accident is a prime example of how that complacency can get someone hurt. When you have a child who has "never seen the carnage" of a shotgun turned on a human it may be difficult for that child to discern the kind of impact shooting someone will have. At best they would probably equate it with a cartoon or movie action with no real consequences. Or maybe the child has no concept at all of what a gun does to a human being. In adults, having no experience with a child picking up one of their guns and shooting another child it's easy to become complacent since nothing bad has happened. What people tend to forget with safety is that it is written in someone else's blood. If there were one thing to follow blindly, it would probably be safety precautions.

That said, it is easy to blame the parents for not taking more precautions but these kind of things happen and hindsight is 20/20. Owning a firearm imparts some risk on the owner and this is a prime example.

But firearms are a tool, albeit a dangerous one, and it is in the hands of an individual where it is turned to positive or negative uses. It is the person who is either responsible or negligble.
