sounds like a sarcastic answer, keep in mind the average rain fall is only about 11 inches per year here so there would not have been all that much of a native population. and even after the U.S. Mexican war there still were not that many people here, there were only about 50,000 people in California altogether and most were in northern California because there was not much irrigation in Southern California.
