Fires, specifically forest fires, are often contained by digging a trench around the outside of the fire in hopes the flames can't skip the gap.
My guess (and it's just an educated guess) is that 55 of that trench is built, or 55% of the estimated time is complete.
Or maybe they're just throwing out a random figure to make the public happy.
