Considering that the Iranian government has not been particularly impressed with the US and Europe's opinions on the Iranian nuclear program, which is much more clearly an important national security interest for the western world, why would they pay any attention to what they can validly claim is a purely domestic Iranian issue?

While it is generally a US interest to promote democracy world-wide, the US has bigger fish to fry with Iran before it spends any of its minimal clout there on how the Iranian regime behaves domestically.
