Absolutely! I've read the story and have seen the video and in my opinion excessive force was used.

With today's technology in devices such as tazer guns and pepper spray, either could have been used to subdue anyone trying to resist arrest. Personally, I believe this was an excuse by the officers to relieve whatever stress they may be suffering from.

Clearly this guy was not resisting arrest. If he was not putting his hands behind his back it was only because he was trying to protect his face from the brutal beating that he was receiving.

I'm not sure what these police officers were thinking when they know that everything they say and do is being recorded!

I'm sure there are rare instances where excessive tactics are needed in order to arrest someone but this clearly wasn't one of those moments.

I think yes... it's just the same as the mom before who was tasered in front of her children. They could have handled the situation differently. As you can see from the video, Jenkins is already on the floor being held by several officers when a new batch arrived and kicked him again... :( that's so improper. I can't even see him fighting back at that moment so there's no reason for them to beat him up.
