I suppose billboards as a whole are distracting (any item intended to take your eyes and potentially thoughts away from driving would be considered a distraction). I think there are probably two important questions: (1) Are they more distracting than a normal billboard and, maybe more importantly, (2) Are they TOO distracting (i.e., do they increase the risk of an accident too much)?
Depending on how they are used, these billboards are probably slightly more distracting. If the digital nature of these is being used to change the image or move an image, there is a tendency to look more at the billboard than you normally would. This is, of course, what the advertiser and billboard owner want, but it is a bigger distraction when driving. Even the billboards that I have seen that do not change, are usually brighter and at least slightly more distracting (especially at night). I would suspect that as more of these appear one would adjust to that factor and it would be less distracting.
The more important question is are they TOO distracting. According to a Minnesota Transportation Department study (referenced in this WaPo article: http://bit.ly/PAokI), billboards that change no more than once every six seconds are not a significant distraction for drivers. I would say that while there is certainly SOME impact that these have, it probably pales in comparison to talking on a cell phone, texting, reading emails, watching movies, shaving, eating, etc. – all of which people regularly do while in a car. We should probably go after those items first before we spend too much effort on billboards.

Problem is, these moving billboards are nearly everywhere, they have also conquered the sports playing fields. The soccer competitions in Europe are filled with these moving billboards, and they are a major pain. So, if they ruin watching sports, you can imagine how distracting they are on the road....
Wouldn't you be distracted by these billboards?

Do you find electronic billboards distracting while driving?
The FBI is using these digital billboards to help find a serial bank robber in southern U.S. states. Do you think they are a distraction?

In Albany NY on I-90 there is a LED Billboard for a gas station ahead. The prices of gas are displayed in bright red and green, the same color as traffic signals. I have to say, I find this very distracting.

Well first of all it depends on whether you choose to look at the billboard or not. They can be a distraction because if you look at them you are not looking on the road. Somtimes while you are looking at them a car in front of you may have stopped and you wouldnt have noticed. So yes I beleive that electronic billboards can be a distraction in most cases.

Yes its really a distraction for driver's why because while driving if they look at it. They will concentration,SO automatically they will meet accidents . --quote--

wow how many crashes are they causing? i bet the incidence is increasing... imagine drunk driving ... or taking drugs and driving or like here in the uk being on a phone and driving... it distracts you no end...you dont concentrate and so are more likely to crash... not only distracting but also potentially deadly!

Yes, they are a major distraction, just like any billboard, especially when they have scarcely clad women on them (Seriously!). Visible billboards along highways should be eliminated entirely, but that would probably cost the (local) government too much. Yes they are distracting, and so is texting while driving. So one thing I found interesting was that NSC Launches “Death by Cell Phone” Billboards. I know we need to get some messages out and billboards seem to be a good way but posting a distraction such as a billboard about another distraction is kind of odd.

I think it is distracting and could potentially cause accidents. There seems to be too much stimulation going on around highways and interstates. If we aren't allowed to text while driving wouldn't it also make sense to not add other distractions for drivers. I think we need to detract from these distractions not continue to add to them.
