The last polls that came out suggest that yes, he can win. This is a Democratic blog, but it quotes two Republican polls. One shows Ridge in the lead against Specter, and the other shows him in a statistical tie.

These were the general election numbers for the two polls:
Arlen Specter (D-inc): 41
Tom Ridge (R): 48
Undecided: 10
Arlen Specter (D-inc): 38
Tom Ridge (R): 39
Frankly, if Senator Specter keeps doing what he's doing, I can see him becoming even weaker. The more he spouts Republican talking points while trying to win a (potential) Democratic primary and then a general election, the Democrats who previously supported him may just stay home on election day.
