Yeah, it looks like Mankin was being initially pursued due to an ongoing narcotics investigation that was being conducted by the Palmdale sheriff's office. Apparently the Uhaul van was rented to someone involved in that investigation.

The man, who had rented the U-Haul, was detained. But Mankin jumped back into the truck and sped away, Royster said.
The chase finally ended on a rural road in Ventura County when the truck began to weave and then stopped. Mankin sprinted from the truck, yanked vainly on the door of another car, and then was tackled and arrested."
Mankin also had two outstanding warrants for drug related charges. I imagine she got spooked when the cops pulled them over in the U-Haul.
