What does "new engine" mean?
I have seen a few games advertised as having a "new engine" (Specifically and recently Battlefield 3) and despite having owned nearly every video game console since they invented them I really do not have a clear understanding as to what the "Engine" is and why they are replacing it with a "New Engine".
What specifically does this mean?
What will this "new engine" allow for new capabilities and/or features?
What are the types of engines?
What does the game engine timeline look like?

The "engine" for video games is essentially the core programming that is shared by multiple video games. For example, one of the most famous is the "Unreal Engine".
"What will this "new engine" allow for new capabilities and/or features?"
Basically, what an engine provides is a starting point for developers where much of the "hard work" is already complete. In the afore mentioned "Unreal Engine", the work of developing the lighting effects, surface rendering, etc. is done by the engine. The game developer takes the set of tools provided by the engine and develops the final level of development, namely the theme of the game, the actual character development, etc.
Some major development companies have their own "engines", but many others use commercial engines as a starting point and add on top of them their own style and substance.

There are many, but they typically focus on a particular type of game: racing, first person shooter, 3D environments, etc.

Not exactly clear here, but "engines" have been around for many years now. They were mostly a part of the open source movement, but have since developed as successful commercial projects.
