because it has likable characters, it does not intensely involve you or keep you on the edge of your seat, it is on CBS so the viewers are already inoculated with CSI series and because this network shows many crime dramas a lot of people stick around and watch more. I like the show but it gets a little annoying when they try to pass off neighborhoods in LA as being in Virginia, every now and then if you watch closely you will see a palm tree sticking up.
plus they usually have attractive women on the show.
