Lastly, although I have decent ranks for my pages in Google, only the top-level of my site has a Google Page Rank. What could cause my other pages from being ranked?

Along with content of the website, meta tags, page description and link building also have equal importance. For a content based website like the one you've, I read, article submission of third party websites can be a potent tool to get good search results on Google, Yahoo or any other search engine. I've read on many tools available for SEO and I'd suggest that you can at least start with article submission services.
