I'd suggest looking into clicker training which is a positive based training method. You would develop a reward based (click and treat) communication with your dog to let him/her know that when s/he is quiet that's good. Barking at the TV = nothing good. Animals learn faster and tend to generalize better (ie learn that keeping quiet when seeing other dogs everywhere brings good things) when you clicker train versus using punitive methods of training.
