my project calls for an increase of 1 stitch in the center of the row. The row has 119 stitches. Do I increase after stitch 59?

118/2=59 center row would be row 60. So yes on row 60 increase 1 stitch.

You increase at the end of your row by adding one extra chain never in the middle of the row.
