My Google Adsense account got suspended. Can I apply for a new account?

You should try to recover it first. Same happened to me and I couldn't. You can open a new one with a different email address.
Why did it get suspended? Can you specify? If you were violating their agreement, then you'd have to change some things in your blog or website if it hasn't been banned.

P. S. Unless you were getting lots of money (which I doubt, beacuse they pay close to nothing), sue them! There are some options to Adsense, like renting links for a fixed fee.

If it was caused by something beyond your control you tell them what happened and ask them for forgiveness. If you actually cheated and they know it. They will not let you back in. If you have a good story, it will take about three months to get a response (personal experience.)

If you try a new account with a different email address, be sure it is a different domain.

Changing bob@mydomain.com to susan@mydomain.com will not work.
( again personal experience)

Unfortunately you can't. Unless Google removes you from their blacklist and restores your name. However your wife can apply ;) So use her help.

I'd work at getting it unsuspended before going through the trouble of setting up a new account. Usually a simple, honest email explaining why you think you were suspended will clear up most misunderstandings.

If you're doing arbitrage, and plan to continue doing so, then don't bother. Your next account will get suspended too.
