Eyebrows can become thin from over plucking or over waxing. Be sure to only pluck unwanted hairs and do not make the eyebrows to thin. If you go to thin too long, you may run into problems, as you have seen first hand.
You can get the eyebrow pencils for a couple bucks pretty much anywhere that sells makeup or beauty products. I usually get a pencil just a shade or two lighter than the color I am hoping for. You do not want your brows too dark and to be the focal point of your face.
