My daughter is 13 and wants a bass guitar for Christmas. Should she learn how to play an accoustic guitar first?

No not necessarily. I learned to play guitar at about the same age, and at 13 the problem was that my fingers were small so it was hard to reach all the chords on the acoustic, but on the electric ones it is easier because of the shape.
Make sure she wants a bass and not a guitar though, and then I would recommend getting her a starter pack you can find at costco or most music stores.

Most simple answer. Ask her if she would like to learn it first.

Or, take her to pick out the guitar - make sure you go to a guitar sales store, and ask one of the guys (or girls) there if its necessary for her to learn acoustic first.

Otherwise, congratulate her for wanting to broaden her horizons and open her mind and to take music on. Its a great thing, something the will have in her heart forever.

Music also will help her do better in school.
