Blondie was the first white person to rap on a hit record. Rapture was the first rap record that I or most people had heard - certainly outside the US.

DJ Flash was probably the first white rapper to rap as a fulltime musical style rather than as experimentation'

Depends on your definition of 'modern' but ...

The first white rapper was BLONDIE. The song 'Rapture' features a lengthy rap at the end about 'a man from mars who's through with cars and eating bars and now he only eats guitars.'
