There are at least 3 "Respect the Van" commercials, and others have more recognizable music, but the one you linked to with the "A Team" vibe is called "Van Stunts" and apparently has music composed specifically for the commercial by Keith Horn of HUM Music. I couldn't find a title--possibly "Van Stunts Music" or some such name??
In the website cited below, Stardust Studios (they produced the ad) states, "The spot's original music spoofs 1980s TV show theme music, with the goal of reminding consumers of the historical coolness of driving vans."
So the reason you can't quite place which 80's show that music is from is that the music is written to remind us of (& spoof) the inherent coolness of ALL those high-action shows that those of us who were teens of the 80's were so into.

It is a custom song for the commercial. Sounds like they took inspiration from the A-Team theme to me... http://www.shootonline.com/go/index.php?name=Release&op=action_email&id=rs-web3-1983691-1237400314-2
