While lyrics are always open to interpretation, this is my take.
The constant mention of seasons denotes things that run their course, ie: a relationship. Summer usually symbolizes carefree, happy feelings, things that are at their best. Winter is the season when things are dormant, when snow covers the ground and covers dormant plants - things that used to be vibrant and green and growing and are now frozen.
This song seems fairly literal. She was in a relationship, she no longer is, she would like to be again. She is using her voice as a "light house" to guide her boyfriend back to her. The lighthouse reference does not have to do with winter, lighthouses are what guide boats back to the shore traditionally, this is a boating reference in a song about winter... but she does also mention a storm coming so I suppose she references both sea and winter. She wants to know if the love is just dormant or if it's frozen beyond repair.
