I think I know just the music software you are looking for. There are several options for you to choose from, but here are a few of the best ones. Keep in mind they are all free and open sourced.

Ardour
Digital Audio Workstation

Rosegarden (only works on a Linux PC though)

Hi, when i read your question, i immediately remembered cool edit 2000 by syntrillium, it supports quite a few plugins, and even though it's a few years old, it's still very good. It also has some very good tutorials online. I remember it becoming abandonware or freeware a few years back, but i couldn't find the links. But i have found cool edit pro 2.1 freeware, and it's even better.. Since this version, Adobe bought it over and renamed it Adobe Audition, so it has the advantage also of being the first stepping stone in that direction.

It also has been reported to be fully functional on Vista, but i'm not sure which versions, or even if it's compatible with all versions.

There is also TSE3 which is open source and can be got here - http://tse3.sourceforge.net/index.html
But i don't know anything about it, or how easy it is to learn.
