I highly recommend lessons, even though your budget's not very large, because that's one of the most effective ways to learn how to play. An instructor can see what you're doing wrong and correct your mistakes before they become hard-to-break habits - and you can watch what the instructor does, then replicate it on your own to get a better idea of what to do.
Local music stores often have someone hanging around who gives lessons. I took my first guitar lessons in the back room of a music store in Dallas, Texas, when I was a kid. These lessons couldn't have been too terribly expensive, because my parents didn't have a whole lot of money.
However, if that's just not a feasible idea, you can start by learning how to tune your new guitar. HowToTuneAGuitar.org has an excellent tuner and instructions. There's also a video over at ExpertVillage.com that should be helpful.
