According to the article about the song on Songfacts.com, the song is about the Falklands War, which took place in the early-mid 1980s, just before and around the time that the song was written. Read more at the link below.

I voted NBA. Unfortunately, the question asks about the lyrics to "The Man's Too Strong" rather than to "Brothers in Arms."
