Can I use money on my Paypal account to buy songs on iTunes?

Yes, as long as the country that your PayPal account is registered in is the same country that you have a valid billing address in, and that country sells a song on iTunes (since you live in the United States, that shouldn't be a problem; you need to have a US PayPal account).

Simply go into your iTunes account information and select PayPal as your credit card of choice.

However if you don't have a billing source (I don't, I just have some money from Mahalo Answers) it doesn't let you use it for some reason :/

Right, but once you do supply that billing source, it will use the money already in your account first before billing you.

There is a loophole. If you can get an iTunes Gift Card. You can buy music regardless of your region.

No, you have to have a valid account with a billing address in the country in which the iTunes gift card was issued.

Yes you can. Just go to the "iTunes Store", click on your account name and click "Edit payment information". From there you can choose to charge to your paypal account

No - IF the address registered in a Paypal account doesn't have a iTunes Store that sells music for that country.

My country the 'Philippines' don't sell music on iTunes. You can only buy iPhone apps since Apple have an exclusive deal with Globe Telecoms to sell the iPhone.
