Oh, HELL YEAH! The structure, the jangling guitar, the echoes in the chorus.
And, it is NO SURPRISE. Here's what Dave Grohl said about Tom Petty a couple of years ago:
"We all grew up listening to Tom Petty and I always loved him. I thought he's just an American kid who played rock and roll music and he's always made classic quality albums, great songwriter, great lyricist, and a good example for people who do what we do, y'know, he's someone to look up to and he's the right kind of guy. If you want to follow anybody's example, you want to look at Petty because he's always had integrity and doesn't take anybody's s--t. HE'S GREAT." (punctuation and a couple of the words are iffy - he was on a roll)

So, yeah.
(BTW, a bonus Grohl interview. Listen to this great long-form interview on "Fresh Air". Near the beginning, he has a great discussion about his voice and his screaming. Anyone else think that new Foo Fighters song, "Wheels" sounds alot like that old Tom Petty song "Learning To Fly?" Is it just me?

When hearing "Wheels" I immediately thought it sounded like Tom Petty, though I'm not familiar enough with Petty to have determined exactly which song it might have sounded like. So no, you're not alone. They do sound similar.
