I don't think it's clear what's wrong with him, other than his age and that he is slightly disabled. It could be arthritis or even a heart condition, it isn't clear.

Hmm, I wounder why they don't say, maybe little kids would not understand. But then again tons of Disney movies have things for adults that kids would not really understand.

I think part of the reason is simply that it isn't that relevant. We don't REALLY need to know why he isn't able to go to war, just that it would be a struggle for him.
