According to snpp.com it's actually meant to be seen as a "robot", and then it is revealed that it is a environment-suited termite exterminator, gassing the Milhouse residence.
Searching the internet for a quote similar to the one spoken in the scene you reference comes up with a big, fat zero, which is surprising considering how common-sounding that quote seems.
According to Wikipedia, the writers cite their inspiration for that particular sequence as the Scorsese film "After Hours", but nothing specific seems to be referenced by the scene in question.

Please give me full list of horror/thrillers where main enemy wears an astronaut suit.
I saw season 7 episode 4 of the Simpsons (Bart sells his soul) and there is a strange cameo of astronaut saying "leave this place, you're in a grave danger" in a horror fashion and I recalled that there were a movie with such a motive.
