M$It was an older station wagon, probably an Oldsmobile from the late 80s. It was COVERED with "Billy the Big Mouth Bass"-type animatronic fish. The fish were attached to telescopic poles; sort of like those automatic radio antennas. From within the car, the driver had a console that controlled all the different fish and their animations (ie mouth moving, tail flipping, height of the antennas, etc). There were also speakers affixed to the outside of the vehicle. With the combination of the speaker and the controls, the driver could execute almost like a "puppet show" with the fish jumping, moving and dancing to the beat of the song playing through the speakers.
I did not get a good look at the controls, but they sort of looked like the controls you would see controlling hydraulics in lowriders.
I was pretty impressed! The guy must not only have been a creative artist, but some sort of engineer to build something like that.
