The Federal Government says that a single person living alone making $10,830 or less is in the poverty level.

For a family of two the poverty level is $14,570. And for a family of three it is $18,310.

Of course you have to remember that this is in America. In some countries making that much money would make you a very rich person. So in part it depends on where you live, and in part it depends on what the Government considers poverty.
