The deficit in 2007 was $82.8 billion, and in 2008 it was $72.7 billion. In Jan/Feb 2009, the deficit is $6.5 billion, compared to the Jan/Feb 2008 deficit of $13.4 billion.

So the answer to your question is no, it has not fallen 90%. However, it has significantly declined, and it shows no signs of slowing down.
