Why were debt collection laws created?

Do you mean why were limitations created? General collection laws were created so that people felt obligated to pay. As for the limitations, sooner or later things have to get put behind us. If a resolution can't be figured out in a reasonable amount of time (like four years, for instance), it's time for both parties to let it go and be on their way.
