According to the Library of Congress, as reported in the Milwaukee Sentinel, February 19, 1960
For the unfinished pyramid and the Eye of Providence:
"Annuit Coeptis" means "He (God) has favored our undertaking"
"Novus Ordo Seclorum" means "A new order of ages"
and
"Thesaur. Amer. Septent. Sigil" on the Seal of the Treasury means "The Great Seal of the Treasury of North America"
and although it is not in that article,
"E Pluribus Unim" is of course "One From Many" however, it should be noted that it can be many of masculine, feminine, or neuter gender.

• What does "out of many, one" mean? Does this phrase have reference to man becoming as God?

I would like to think that those who crafted the dollar bill meant for it to have the meaning of all of the states and the people uniting to become one great nation... but with what I know of that time in history and the various symbolism present that people would never dream existed, it is very possible that what you asked could be one meaning of the term. Double meanings are very prevalent in our history. I'd have to specifically research it to see if I could find anything... for now, I will say it is possible that it references man becoming as God.

The words on the bill, "E Pluribus Unum," mean "out of many, one" in Latin. The phrase was decided on July 4, 1776 - a very important date in America for many other reasons - to go on the country's shield. It's supposed to imply the different states combining into one federal unit, and goes along with the other symbolism on the seal.
