Should PayPal's terms of service be changed?
Accepting their terms of service waive your rights to credit card consumer protection laws and you may not issue a chargeback for unauthorized use of your credit card and PayPal account, if you do, then they have the right to limit your account.

And going by their track record it most likely will not change until a customer brings them to court (and wins).
