The money that was put into those bonuses could have been put to much better use. However, if those who received those bonuses were promised them in advance the company could have been held legally accountable for not acting on it. Since the help came from the government though, these particular funds would not have to been used to pay the bonus should they had been sued. This is my understanding anyway.

The bailout emergency should have suspend those promises. If a company is ready to die, it should not act, as if, it were functional.
