CitiBank and Chase both offer cards with a very long 0% introductory period (12 months, which can be extended to 18 months at 0%, if you ask the CSR). CitiBank currently offers a rate of 7% while Chase offers 9.99% as the fixed rate and their rates are consistently low. Those are the two biggest (and stable) banks offering the best rates with no annual fees.

Personal, I have had 0% with Chase for 22 months.

it seems to constantly change- I would not advise Citibank--trhat is the first card I got 17 years ago---they made a joke of my years as a customer by giveing me a nealry 20% rate--when I asked tehm to lower it--theyonly lowered it by a couple percent..
I do have a chase with a 9.99% rate rright now---but I find their customer service to be horrible--and tehy have a short grace period--my other cards are a month---chase is only about 20 days--including days itr takes for the bill to arrive and to mail a check if you don't pay online--

The lowest rate I could find was with Nordstrom. Their rate is as low as 4%! However, I personally use Bank of America. Although they have a higher rate of about 7%, I find their customer service and trust to be well worth the higher rate, especially since I make sure to pay my debt every month.
So, if you're going for lowest, try Nordstrom, you can't get lower than them. Otherwise, I'd recommend Bank of America.
