No, it isn't. I know the PALCB doesn't allow the sale of certain proof alcohol, that's why you have to go to NJ to get Everclear. To my knowledge, it is illegal to make and sell moonshine in PA.

Not sure what you mean by the question. To make or drink? You can buy it some brands are available. It's pretty much illegal distill for any reason. Unlike brewing which is legal for your own use distilling is tightly controlled by the Federal government.
