Is Commercial paper showing signs of life?
2009, commerical paper outstanding was $1.53 trillion, off from a high of $2.2 trillion in 2007. CP increased $56 billion.
It seems like $56 billion is a small blip on the radar. Is $56 billion in CP significant. Does it signal that CP is becoming more available?

It is not obvious whether 56 billion demonstrates corporate debt is healing. Everyone is measuring normal as pre-peak numbers. Derivatives and CDS markets were out of this world. To the moon. So what is normal?
