Unemployment rate isn't a double digit in France like you said. It was 7.6% in october 2008 when world crisis began and now it's 8.7% (first quarter of 2009).

Actually unemployment rate in France was the lowest for the last 25 years in 2008. In June 2009 it rose to 8.7% and it's about the same as Europe' average unemployment rate.

As a comparison: Unemployment in the U.S. rose to 9.4% in May 2009. The May unemployment rate is the highest in 25 years.
