Step 1:
Find a venue that entices users to be involed in something that interests them.
Step:2
Sell ad space that can be directed to fit that interest.

The first step will grow a user base that will keep coming back and the second cashes in on them. If your incentive is high enough, they will be happy to be involved.

Blogging,Writing,Forum Posting,Selling photos, Online surveys, signing up for offers are good ways to earn cash online.
Blogging : Create blog, write about something that you know and people will want to read. Earn revenue by adding contextual ads, doing pay per post, selling ads and promoting affiliate marketing.
Writing: Write articles for ehow.com, associatedcontent.com and/or examiner.com. Drive traffic to your article and earn money.
Forum Posting: Some forums will pay you for posting interesting and informative comments on various topics.
Answering Questions: Chacha, kgb and similar services will pay for answering questions asked via text messages.
Signing up for offers: I have not personally done this, but people do make money via such sites as fusioncash and cashcrate.
Find out what you are good at, what you really want to do, how much time you can invest and how much you expect to make. I have listed a few things which will make you money online depending on how much time and effort you put into it.
If you are looking for an hourly job, that is possible too.

There are a lot of scams out there targeted towards people trying to make money online. If they ask you to may a fee up front, don't do it.

You can make money online, but it will be a lot of work. A common way is through affiliate programs. This means, you basically help promote other websites and companies by posting their link on the internet. There are a lot of these programs out there.

You can also make money by placing ads on your website, but you will have to get a lot of traffic to your site for it to actually make money.

One last way would be to sell things online though craigslist or ebay.
