Some gas stations charge a debit card fee, but this is usually reflected on your receipt, and told to you somewhere on the pump during the transaction. Stations like Arco are the ones that I am most familiar with that do this.

Are you sure the $1.00 charges are not just pending charges? I know that when I get gas using my debit card, the pump tends to recognize it as a credit card. My bank shows this as a $1.00 pending transaction for a couple days, until they get the full amount of the sale from the station.

Maybe your bank is doing something similar?

Yep, my bank does the same thing - it shows up as $1.00 at first, and then a couple days later it reflects the actual purchase price instead of $1.00. The only gas station I know of that chargers a fee is AM/PM - so I don't go there anymore.

Yes, this is the way that pending authorizations show before the merchant submits the receipt.

I haven't seen this at my local gas stations. You do occasionally see gas stations that charge a small surcharge for credit cards but that shouldn't apply to a debit card. I would ask your bank if these show up and don't go away as the previous answer mentioned.
