Do I have to attain a certain level before I am able to use the World of Warcraft expansion packs?

Such as the recent The Wrath of the Lich King?

Certain features are available right off the bat from each one. For instance, in The Burning Crusade, the two new races, new professions and the new starting zones are available immediately. In the case of the high end content, for TBC, you'll need to be at least 50 to get there unaided, and 55 or so before you'll want to start soloing any of the content. For Wrath of the Lich King, you'll probably want to be at least 67 or 68 before you start attempting too much of the new content solo. Wrath has various other gameplay improvement features that are available to everyone, but the majority of the content is very focused on the 70 to 80 level range.

Absolutely Not!

But certain features (like creating a Death Knight at Level 55 or entering the new high level zones) do indeed require you to have a higher level

No. Certain features, however, are restricted.

+ The Burning Crusade just adds more races and another land that is inaccessible before level 58(?).

+ The Wrath of the Lich King adds a new class (the Death Knight) for which you need a level 55 avatar. It also adds a new land for level 70s(?) and over.

lvl 60 to start playin TBC, and lvl 70 to start playin Wotlk. However, if you have already purchased the expansions, you can gain access to the expansion's special area "continent" (even though it wont benefit you that much).

One last thing, you cant play certain races (blood elf and Draenei for TBC expansion) or classes (Deathknight for WotLK expansion) if you have not bought the respective expansion.

you can go to Northrend at level 1 if you want outland requires level 58

You can be any level to add the expansion packs to the game. However, to benefit from the packs you do have to be at a higher level. For instance the 2nd expansion adds lands and quest for players at level 58 and higher. Blizzard puts the expansions out for higher level players who have run out of places to explore, which trust me is possible, just as my husband.

No you don't.
But you must have a character of at least level 55 before using the new class Death Knight, which starts at level 55 anyway.

No, you don't have to be a certain level before you are able to use either of the WoW expansions. However, to play within the new content of each area, you do have to be at or above specific levels (58 for tbc and 68 for wotlk), as the mobs that spawn in each area are intended for higher level players.

In saying that, you can be teleported to both Shattrath and Dalaran even as early as level 1. I tend to get my new characters ported to one of these two cities very quickly as they have teleport areas to other major cities within the game.

As mentioned above, new races and classes were introduced with both expansions. Blood Elf and Draenei were introduced in tbc, and you can create both at level 1, should you have the expansion. The death knight was introduced in wotlk and these are not class specific. All you need to have to create a DK is the expansion and a character on any server over level 55. While there was originally a stipulation that you had to create a DK on servers where you had high level characters, Blizzard have removed this and now you can create a DK on any server. I have a few flying about on random servers that I play when I want some peace and quiet :)

Also, TBC and WotLK had new professions added - Jewelcrafting (tbc) and Inscriptions (wotlk). You can start training these up at level 5, as with all the other profs in the game.
